Most Romanians working in the Netherlands are employed through a recruitment agency (uitzendbureau). Most of them are serious, but there are also companies that illegally withhold money, offer poor accommodation, or do not pay for hours worked. Below we show you how to check an agency before you leave.

What changes in 2027: agencies need a license

The Netherlands has adopted a new law, Wtta (the law regarding the admission of companies providing workers). According to the current schedule, from January 1, 2027, Dutch companies will only be able to work with agencies that have received this license. There will be a public register where you can check if an agency is approved.

For you, this means more security: an agency that does not appear in the register will no longer be able to work legally.

7 things to check at an agency

  1. The company exists in the Dutch trade register (KvK). Ask for the full name and the KvK number.
  2. It has NEN 4400-1 certification (SNA mark), a sign that the company pays its taxes and salaries correctly.
  3. It is a member of ABU or NBBU, the two associations of recruitment agencies in the Netherlands.
  4. Accommodation has SNF certification, if the agency offers you housing.
  5. You receive the contract in writing, before departure, with the hourly wage, number of hours, and withheld costs.
  6. You are not asked for money to get hired. Placement fees paid by the candidate are a red flag.
  7. The salary is at least the legal minimum, which is €14.99 gross per hour from July 1, 2026, plus 8% holiday allowance.

Red flags

  • you are asked for an advance for "file fees," transport, or accommodation;
  • you do not receive a contract or are told that you will sign it "when you arrive";
  • you are promised salaries far above the market without any explanation;
  • your ID or passport is withheld;
  • the agency does not have a clear address or a verifiable company number.

Frequently asked questions

Is it normal for the agency to withhold money from my salary?

Yes, for services you have accepted (accommodation, health insurance, transport), within legal limits and only if they are clearly stated in the contract. It is not normal to pay to get hired.

Where do I report an agency that does not comply with the law?

You can file a complaint with the Labor Inspection in the Netherlands (Nederlandse Arbeidsinspectie), including anonymously.

Information updated in October 2026. The effective date of the Wtta law may be modified by the Dutch government.
